So whenever you are making your crew, consider these types and classes. You should decide your crew such that the crew members complement each other abilities. Fortunately, with almost ten years of development and fandom growth under its belt (makes you feel old doesn’t it?) One Piece Treasure Cruise has a wealth (pun intended) of resources available. Check out sites like the One Piece Treasure Cruise wiki for a comprehensive overview of the currently available characters and notes on their utility. You’ll also be able to evolve Arlong further as you go, although the other Fishmen will likely need to be subbed out in order to make space for other characters as you progress. Check out this One Piece Treasure Cruise Tier List and find out which are the best characters.
The Sugo Treasure Piece
A tier is where you’ll find a large number of characters; One Piece boasts a massive cast, and many of them are fan favourites who are well-represented in Treasure Cruise. The Admirals in particular boast a vast variety of evolutions and variant cards, while the famous pirates (Shanks, Mihawk, Buggy etc.) outside the central Straw Hat crew boast unique cards and evolutions too. If you want to move outside the comfortable familiarity of the Straw Hat Crew then exploring the options these characters open up is a great pick. If there’s any franchise that Bandai Namco loves to promote in their games, it’s One Piece.

Each island contains a number of different levels where the player fights hordes of enemies. One of the early teams who also have a tandem attack, the Fishman Pirates are another group that you’ll unlock through your adventures in the main story. They’re a good choice to expand beyond the central Straw Hat Crew, and at one point Arlong’s evolution was considered a top-tier character. Time, and updates, have neutered that potential somewhat but as you go through the vanilla story arc he’ll be more than suitable for a hard-hitting team. This is also one scenario where you may want to use generic fighting characters to round out - if you want to keep the theme that is. Otherwise, sub in a Straw Hat or anyone else who rounds out your elements.
S tier
This is no surprise, given it's been the biggest of the "big three" shonen manga series for decades. And with a huge roster of characters and a decades-long publishing cycle covering anime, manga, movies and even a live-action series, there’s plenty of content to pull from. So, tandems are really only present for FTP (free-to-play) characters. They can be useful very early on if you want to boost your team’s damage but don’t rely on them as they’re not particularly useful in the long run. But, as for how to build your crew there’s a variety of methods, with complimentary abilities, specials and more.
Lightning Speed! Straw Hat Pirates
To keep things at least somewhat feasible, we’ll name the characters in general - assume that this covers their evolutions and unique variants as well. So a character with one very good variant may not be ranked high, even if their one variant is extremely good, but won’t rank bottom based on their lackluster variants either. So, for example, when you play the tutorial you play as a child version of Luffy, and one of your first actions on starting the main story proper is to evolve Luffy into his iconic young adult version - straw hat and red vest included.
Tips for New OPTC Players and Roadmap
Bandai has great titles and awesome developers, they know how to make games but eventually they do not know how to manage them in order to maximize their profit while the fans still enjoy the games. That’s right, we’re fans, not just players, most of us been spending money just for the title and the characters we love. That’s probably why Bandai didn’t border to manage their game seriously. I have to say, a lot of their games are awesome, but really lack of management. Also, with One Piece Treasure Cruise tier list in mind, do remember that with many gacha games, older characters are likely to drop in usage as you get to higher-tier content or newer content. Meanwhile, characters which will likely be lacklustre in a few years still have their niche.
The best One Piece game out there!
They can put up to six people in each crew, and can also sacrifice the generic playable enemy and animal characters to increase the levels of and evolve other characters. Treasure Cruise follows the standard turn-based gameplay of traditional RPGs. The game proceeds through a variety of islands based on the different story arcs of the series.
With every update it gets better and better, though I wonder how they will handle catching up to the animated adaptation the game is based on. It shouldn’t be surprising that the Straw Hat Pirates and their close allies are mainly at the very top of the One Piece Treasure Cruise tier list. Given the iconic nature of the series, Luffy, Nami, Zoro and the others are constantly receiving new unique variations.
If you’re a lore purist this may be a little off-putting, but when you get rare team characters that you can play or want to grind and farm earlier content there’s no reason not to break out of the Straw Hat team. Now, for a basic overview of how characters work; each character has an element, which is a pretty common mechanic in most Japanese games. These represent different attributes and how they’re strong or weak against another, to start off with you’ll want to prioritise getting your commonly unlocked characters levelled up, the Strawhat Pirates.
Now it doesn’t mean that the game isn’t fun, because this game is very very fun to play and it has gotten better in terms of its player friendliness. That’s why the fact that so many other popular games, aside from this one have already implemented a skip battle feature, and this one you still have to grind and wait several minutes to clear a stage, is a little annoying and upsetting. I hope someone over at Bandai reads this, because this is one of the oldest gacha games, if not THE oldest gacha game, and we are getting some great updates, yes. But the updates we want are either not coming, or are further down along the line. The bad news is you’ll need this version of Trafalgar Law and most likely Smoker to make it work, as well as a friend who has Law as well to be your ‘guest’ fighter. However, the good news is that the other three Straw Hats are all evolutions of their starting characters, so even if you’re FTP there’s only a need for about three out of six characters to be unlocked via pulls.

This tier is where you’ll find characters that are named, and are useful if you pull them but can be superseded by better characters or are only useful in certain circumstances. They’re still useful in areas like the early and mid-game and are well worth learning to use, although they aren’t exactly ones you’ll be excited to pull. Characters relegated to this tier either have convoluted evolution paths, or simply not straightforward ones and lacklustre lower-rarity cards. They still have strong variants, but not necessarily as easily acquired, or worthwhile on their own as upper-tier characters. The S-tier characters have better stats than C, D, and F-tier characters.
This One Piece Treasure Cruise tier list ranks all the characters from best to average based on each character’s type and class. As you already know, it is a popular RPG-style anime game for Android and iOS. This game is based on the story of One Piece, as you join Luffy on his journey to become the Pirate King. This game offers much to you, from fan-favorite heroes to the most hated villains.
So give newer characters a chance if you don’t find their placement on this list agreeable. While 4000 characters sound impressive, there is a significant portion that can be discarded from our ranking. In this case the evolution and booster characters - such as the Crabs, Penguins, and Pigs. These are characters that are acquired solely to use for evolving your other characters or boosting their level and won’t factor into any team build. The player can organize up to eight crews with the playable characters they acquire as they progress through the story, gacha pulls and various promotions.
The Sugo rates are such a sham by bandai i have lost all faith in this game. Even after the incident and all the fixes bandai has done to correct the incident the sugo rates still remain the same. If you want the newest and best characters be prepared to spend heavily on every new sugo which is once/twice a week. Rather than focus on content which quickly becomes a borefest your main goal is to pull on sugo fests and nothing else. I’ve been playing this game for going on 3 years and while I love One Piece and the game overall there are some things that need some massive improvements.
That means that functionally you can knock a few thousand characters off that list, although you’ll still have a comfortably numbing amount to choose from. New players will get intimidated by it, and that's why there's a great need for the One Piece Treasure Cruise tier list. But, if you’ve been playing this far it won’t be news for you that playing random assortments of characters isn’t the way to get the most out of your collection. For newer players, this may sound a little overwhelming at first, but it’s actually pretty simple. Check out our Dragon Ball Fighter Z tier list for another tier list based on anime games. You'll get a lot of new characters as you play One Piece Treasure Cruise, so what you're looking for are Legends.
Generally, any generic tier character that’s part of a series is useless except if you’re literally just starting out, although even then you’re likely to roll at least one much better character before you leave the tutorial proper. Throughout the game, different ships can be acquired for use with the player's crews. As for Gol D. Roger - he’s the king of the pirates, where else do you expect him to go? Right, in all seriousness his abilities of his default variation - causing true damage and ignoring any effects to the contrary - has earned many cries of OP, congruent with his rarity. Thanks to nearly ten years of development and community engagement the One Piece Treasure Cruise fandom has put together a number of resources. This Tier list is just my suggestion; you could also check out these factors to build your crew instead of following the tier list.
